put one end in tank fill and tie off, other end clamp to in fitting at filter

I would use one of your trailer air lines as a temp hose.

If you have to put a hole in the fill screen, do it so you can get hose to near bottom of tank.

I am sorta posting, not knowing what tools he has, the bare minimum for what he needs to get going, he has anything more is a +.

A screwdriver used as a chisel, may spin it off(loosen it).

A leather belt or rubber engine belt.

I'd be curious to know what happens if he tried to bleed the fuel system with the manual pump.

Is there fuel in the tank?

If the vent line is plugged and the pump is causing a suction, just loosen the cap and see it it will run.
