It could be due to loose or out of adjustment fuel metering pumps.
Also look at the stop screw for the fuel shut-off lever, to see if it looks like it has been moved? Maybe someone fiddled with it, or it wasn't locked correctly and has moved with vibration.
Lastly would be an internal issue with the governor assy. or fuel rack, but investigate all the external stuff first.

I should also add the generator does shut down if it is cold....slower than it should. But it does shut down. After I have it in the load bank and it’s at temp is when it doesn't want yo shut down.
