Can anyone here possibly give me some insight on how you titled your vehicle in VA?

I have a 85 CUCV that I purchased at auction from southern IL. The previous owner was a small town police dept who's former police chief got several old military surplus vehicles (don't know from where exactly, but think somewhere near the Ft Campbell area) with the intention of retro-fitting them for police use. There was no SF-97 issued (or filed for to my knowledge).
Well, not long after they got these, they got newer trucks and decided to use those, so these military vehicles just sat in storage from 2013/2014 til now...and I got the CUCV. It is now in Virginia.
I went to the DMV with a VSA-12 Affidavit in lieu of title certificate (notarized), bill of sale, odometer certification statement, price certification.
Lady told me that I HAVE TO HAVE a title from the state where I purchased it from . I told her one does not exist and I am not able to get a title for it since I don't live in IL. My argument was that this situation is exactly what the VSA-12 is for - Use this form to certify unavailability of a current certificate of title for a motor vehicle, trailer, semitrailer or manufactured home due to loss, unlawful detainment or other legitimate circumstance..
OTHER LEGITIMATE CIRCUMSTANCE.

Has anyone else had issues specifically with their CUCV and did not have a title or SF-97?

What would my options be?

- Go to another DMV and try my luck there. If so, does anyone know of a DMV that will issue me a title with what I have? Please let me know.

- Explore the method of possibly claiming hte vehicle as abandoned thru the DMV and then apply for title ownership. In this method I could state the vehicle had been abandoned on my property in Virginia and dont know where it came from. A VIN search will show no previous owner info or registration information, so I should be able to wait the 15 day period for the "owner" to respond, which they wont, then I would have to post an intent to auction the vehicle for 21 days. Then after 21 days, i can apply for a title in my name.

- Pay a service to get me an out of state title. Anyone have any experience with any of these places?

- Sell it to my uncle in Florida with a bill of sale only and see if he can get a title for it in his name, then have him sell it back to me and title it in VA. Not sure if FL will allow a title with a bill of sale only, but will investigate.


I'm probably about a 6 weeks out from being able to get on the road with my new ride, so I'd like to get started on the titling project aspect of this since I've heard it can be challenging, yet I've also heard other's had no issues at all.

Also, I plan to drive my CUCV daily, so I am not interested in antique or specialty tags where I am restricted to where and how far I can go.

I was going to go the antique tag way till I got to the end. Plus you need a title for that too. When I had an issue tagging my 5 ton I would not take no for an answer. Made the gal get her manager. And if that does not work make them call the head office in Richmond. Don’t leave that window until you have a title and tags.

I would avoid the "Sneaky Pete" version of getting a title. All you need is some dang high dollar lawyer helping himself to you own whatever you have if something ever goes wrong. You can read between the lines when he starts saying how evil you were because you even "broke the rules to get this atrocity on our public highways".

Try a different DMV and when you get there, just be so nice that they want to help you. Don't get grumpy. Go in later in the day and that will motivate them to help get your paperwork done and go home. Again, nicely - escalate to a supervisor if you have to. Maybe some of the guys north of here can chime in too...

What DMV did you go to? And what paperwork did you have?

I went to Warrenton. They did not want to give me a title since they said the vin was not complete or correct. Tried to turn me away. Asked for supervisor. Presented all the paperwork. She still argued the point. Explained she needed to figure it out as I had completed what I was required to do. 5 minutes later I had title and tags.

He said he filled out the VSA-12 and presented it. Sounds like the folks in the office were having a bad day!

I did attempt this as welp granted it was with 3 things
All of which failed. I had notarized forms and bills of sale for an M151 and trailer and they said you can’t title anything without a title and that’s that. Then why is there affidavit in lieu of title??
Did you end up succeeding?

I ended up using cartitles.com to get me Vermont paperwork all worked up so I can register my CUCV in VT, then take the VT registration to the VA DMV and have them convert that VT registration into a VA title.
VT does not title vehicles over 15 years old, so you only get registration and tags, but that is good enough is VA to get you tags, title and registration.

I have not been able to convert my VT plates to VA since I still need to have someone come out and do a VIN verification so that i can submit to the VT DMV and complete the process..

I will say this - if you are considering using a service such as cartitles.com or similar....save yourself the $$ and do it yourself. It's literally just 2 forms to fill out and mail them to VT. Cartitles charges $159 to fill out 2 forms for you and mail them to you. If I would have know how little they do, i would not have used them and just done it myself. I recommend anyone else considering that route to do so as well as all the info you need to fill out is all the same info you already know about your vehicle.


And why do they have the affidavit in lieu of title???? You're guess is as good as mine. I thought i would have success with the notarized affidavit and related paperwork, but i was shot down all of the 3 times i went to DMV with it.

Also, FYI you could always claim your trailer has been abandoned on your property. If you do that, you can submit thru DMV to take possesion of the abandoned trailer on your property and obtain a title. The process is laid on the DMV website and may be a easy viable solution for you to get a title for your trailer easy peezy.

Can anyone in NoVA recommend a mobile mechanic or maybe a hobbyist who is looking for some side work familiar with the CUCV's?
Right now I want to get my new starter and alternators installed. That will dictate my next move.
If she cranks, I will want to replace glow plugs, injectors, etc - basically a tune up and freshen up belts and hoses.
If she doesn't crank, then i will likely be pissed for a little while, then eventually figure out where to go from there.

Obviously my M1009 is not in driving condition, so the work would have to be done in my driveway in zip 22191.

Please if you know anyone in the area , shoot me a message or post on here. I've had my truck for a month and I'm dying to know if it'll turn over or if the guy i got it from is full of shxt.
