oil cooler drain?

The military does not change oil every "X" number of miles or hours. They pull a sample of oil using the drain that you pictured, and send it off to be analyzed. If the lab determines that the oil needs to be changed then they will send a memo down to the maintenance company to change the oil in that truck/ vehicle.

Hey, I hope that cooler is ok, all I will need to do is push in a couple of freeze plugs and I can make the 80 mile trip to pick up my M127 flat bed.
