I haven’t messed with them on these trucks, but on other equipment the ends tend to break off, usually on the engine side. However, I would start at the tack end if possible to see if it’s turning.

Sounds like you need a different hydraulic repair shop. They need to check the pressure before throwing anything at it. Probably just a broken spring or stuck spool in the pressure relief.

Just don’t go over the max specified pressure, as I don’t think these winches have a shear pin. IIRC it’s 1750psi +- 50, but you’ll want to verify with the TM.
I think max engine RPM while using the PTO is 1800rpm as well.
