You should be able to find an adjustable valve that you can back the pinion brakes all the way off if necessary.
The next issue will be how much fluid volume all those pistons are going to require a master cylinder to push...
With all bashing, Its still not clear how your going to use these, are you plumbing them into your primary brakes, or are they going to be used as an emergency brake system only.
Monkeying around trying to shift any transmission without power sounds like a bad idea in a runaway to me... what do you gain by shutting the motor off?
My best guess would be contact Red Barn Customs, they should have a decent feel for the market and price point.
