You can punch out the old rivets or drill. Then you need a rivet punch and backing anvil for setting the new ones. Proper method is a rivet machine. Best method for a shade tree wrench is find a clutch or brake rebuilder And have them rivet on for you.

In addition to worn parts as mentioned, Weak sagging front spring will cause Death Wobble too. As the front springs sag down, it changes the caster setting, which wasn't much to start with. Tom

It's probably bound one side farther than the other. See what side is ahead of the other, then pull the lever and bump That side back. Could also be it's on part of the track that hasn't been used in A long time and just stuck. Tom

Could be the Ground as cucvrus stated. Also a bad feed wire or connection. Last, could also be a worn turn signal switch. Does it flash with the switch? Get a test light and trace the circuit. Tom
