Yes, or at least I have always pulled the wheel to do it. The metal arm that hooks onto the blinker switch needs to be pulled off and the wheel has to be gone to do that.
You can also use a screw driver on the top of the column between the wheel and the column. Push the pin back, turn the wheel and then repeat until it is steering the direction you want. Takes a while, but no special tools are needed and the truck is still all together.

If you have the pump sitting like it would in the truck, nothing will pop out during a normal cover swap. Read the manual though. You have to slide the cover back in a bit or the truck won't turn off. Very easy swap to do in just a minute or so.

I really don't think the glow plugs are your main problem. A healthy 6.2 should fire up in less than 1 or 2 seconds. That is cold with a proper glow plug system or anytime it has been sitting after being run without the glow plugs coming on.

While you have the cluster out, put a meter on the pins for the dash lights. Verify you are actually getting power to the cluster. It could be just a plain old 28 year old worn out light switch is your problem.
