Yup, mine is exactly the same way: too loose to actually hold it reliably in-place. It's the fuel vent filter, like Milcommoguy says. The open side gets a vent line that attaches to a deep water fording kit, should you choose to install that later. As I see it, everything is working correctly...

I think this all depends on the unit that does it...if it's done right, it's CARC. If it was quick and dirty, it's a convenient rattle can. In every surplus vehicle I've seen, the marking have always been obscured​ by simple rattle can, but I have no idea what is common for the actual markings.
