Offroaders have been running re-centered hmmwv rims with inserts for 10+ years now expressly for running aired down. Should be fine as long as you keep enough psi to avoid pinching the sidewall

My 998 has (3) large holes in the side of the compartment toward the drivetrain tunnel. Any idea what they were for?
Temporarily taped them over as it was pulling very hot air into the compartment and cab at speed.

From personal experience I don’t trust any hmmwv spindle is set properly unless I set it myself.
Case in point...
My vehicle spindle had:
No loctite at all...
Insufficiently torqued to spec...
Washer was not properly engaging nut...
Recipe for wheel loss

Check the TM.
There is a procedure for checking ball joint play.
If the rim is true and you are seeing rotational play its most likely hub bearing adjustment or worn bearings.

Personally prefer to avoid spacers. Suggest addressing with springs that get you the ride height and rate you want. Perhaps look at aftermarket options if the OE options do not meet your needs.
There are some coil over or adjustable sping perch options that give lots of ride height...
