Check the batteries and then check the starter after you fire up the truck. Put your hand on it. A very warm or hot starter is a sure sign of needing a new one.

Has your starter been rebuilt or replaced in the past 2 years? If not, then it is probably the reason for the slow spinning rpm. Your voltage numbers seem to be right on. How old are the batteries and what do they do with a load tester?
The -20 manual has a great 70 some odd page troubleshooting section. I would suggest you read that and follow the directions for just one of your problems all the way through. Keep doing this for all of the faults.

Does your horn still work? Since the horn is tied into the black out light switch, it find it a good indicator of where to start looking. If it works, then the master light switch is getting power and in the proper position for the service lights/blinkers/brake lights to work.
