It shouldn't be on all that tight. Just did mine and it slid off after some gentle coaxing. But nothing much should hold it on at all. Try tapping the back of the seal with a hammer, seals no good anyway.
I like the nylon washer idea even better than a metal washer. I know it won't look original to have a washer in there but at least it should save the fender and bracket from rusting away.
