No need to replace your airpack. Cap that vent line, and run a external reservoir to the fitting on the master cylinder cap. Unless you are planning to regularly submerge the truck there is no need to introduce an air supply to the hydraulic part of your brakes (original design).
The 3116 should have an SAE #2 bell housing, if it does then it will bolt up to the stock trans.
If he has the 8.3L Cummins for that cheap in working condition that would be a wonderful upgrade.
Why not spread them out to reduce the weight on the fenders? Say 2 per fender, one hanging from each rear mudflap, then the last 2 secured to the steps under the cab.
The 8.3L will fit, it's taller than the LDS but not much. I had the measurements, gotta find them again.
I know the DT466 is slightly smaller than the LDS
When I was researching modern turbos for the multifuel the turbo map from a hx35 fit beautifully to get the engine up to over 200hp. With a better cam profile the potential should be a little higher.
I'd be concerned about reliability past the 200hp mark.
The only filter I would be concerned about moving from its stock location is the final filter. No concerns moving the first or second filter to a easier to access location. If your fuel lines start to deteriorate, you want the final filter as close to the injection pump as possible to provide...
Mine is mounted to the bed over the tank (how yours was), I might need to extend the feed line a little bit. My bed flexes away from the frame less than others, has 6 solid mounts and the 2 front springs mounts. I've seen some trucks with as few as 2 solid mounts.
