Best to refer to the -24 TM and use the troubleshooting steps for engine not cranking. Could be a few culprits in the circuit causing a no crank situation.
You do NOT need the MOV update. That only applies to the MEP-802A & MEP-803A.

Just a thought. You may want to remove the droop adjust plug and manually move the FSS from Run position to the Stop position and see if the end of the rack quickly moves all the way to the stop position (left) or if it slowly moves to the stop position due to a possibly sticky injection pump.
I just un-stuck a pair of 802 IP (Metering Pumps). Both were stuck with the return spring compressed.
I tried soaking them assembled in Berryman Carb/Parts cleaner. Still stuck. I them removed the top, springs and parts from each.
