Plan B surplus in Ogden, Utah has been doing that exact conversion for their customers. They even move the van box back to make larger cabs and build walkthoughs into the van.
My M1031 has 6845 on the odo and on inspection it looks like a truck with 6845 on it. Engine looks new, underside is not beat to crap, the interior is way cleaner than any I have seen. As a technician I would bet this is true miles on it.

Utah does not have specific FMV licenseing. They do have "Vintage" plates for vehicles over 30 years old but fees will still be based on GVWR until it is 40 years old then it will be $10 a year. Vintage plates do have driving restrictions so aren't supposed to be used for daily/frequent drivers...
I don't know how big your house is but most homes will be fine on a 15KW unit. As far as brands Onan and Koehler are the big guys out there. Most of the military gensets are purposely rated low and will put out more than they are rated for. Also how many hours are on them can make a difference...
As my unit is going to be primarily a backup for my house I was going to just strap them together and put on a sign saying they are so if I got out into the wild with it I will unstrap and rod it. Your ideas are great but a strap and sign is cheap.
Both of our gensets were listed as rebuilt and started and ran. Upon pickup they did start and ran fine with voltage output, one had 23 hours the other 26 and they had both been rebuilt at 2.7 hours, so no problems other than mounting them on trailers. I don't think I would bid very much on one...

I would suspect the mechanical lift pump, but you may have a pin hole in a fuel delivery line. If you have a way to put compressed air to the tank and then inspect for fuel leaks. If there are no leaks I would replace the lift pump and retest.
My EUC cleared Tuesday and I was able to recover my M1031 Contact truck yesterday. This is a very nice low miles truck and came with a bunch of tools and stuff. The truck only has 6845 miles and you can tell by looking how clean the 6.2 diesel is and there is no grease gobs on the steering...
