I've also been to numerous movement, ship load, rail load and air load schools and the little grab handles were never mentioned as tie down points. All the tie down points and approved tie down methods are listed in various TM's/FM's and I don't recall seeing the little grab handles among them...

Something I consider depending on the item I purchase is the warranty or expected customer service. I'll pay more for something that comes with good customer service or an iron clad standard warranty. Even if the item purchased isnt likely to fail I enjoy taking my business to the same place...

A straight 925 when compared against a M813 comes out on top in my opinion. The only advantage the M813 might have is it's a manual transmission (if you prefer a manual), and some parts may (just guessing on parts availability) be more readily available.
