From the michigan MVPA's or the MVCC , it seems like membership of these groups would be involved in drafting this and from what I'm hearing outside of SS is this hasn't happened.
I know how crooked politicians are and when they decide they want to change something they will either edit or delete that link and claim it wasn't changed. With the text posted to SS it is preserved as it went out the first time .

I would think anyone with a tan truck wouldn't want a OD plate , but it really don't matter since like your's there is no need to display a plate on MV's.

It also references "Tactical Vehicles" under the HMMWV section and clearly states these vehicles lack, 17 digit VIN, a secondary or alternate VIN, a emission label and FMVSS label . So It looks like they covered them.
A 17 digit VIN will probably make it easier for them to identify , part of the VIN are identifier numbers for various things on the vehicle such as model, motor, transmission ect.

My chisel set cost way more than a hub socket , no way am I beating on the blade of my chisels . The two ends of a chisel are also hardened to different specs. I don't buyer harbor junk except for a last resort , the local store dons't like to honor their warranties It took me close to 9 months...
Their is a big difference between "field repairs" and just cobbling everything to start with. Chisels will take chunks out of the nut , they will cause the nut to expand thickness ever so slightly at the chisel point or wrap the nut so it doesn't provide a even pressure like a undamaged nut will...
Well a socket costs about $20 off amazon.
Can you ELABORATE on how to properly torque the nuts with a hammer and chisel . I've yet to see a chisel with a torque gauge on it , could you provide a link to one ?
