Another thing to check,pull the top off the carb and check your float level.Since it seems to be acting up only while going uphill I would suspect your float level is too low,as you travel up hill all the gas inside the float bowl travels to the rear thus closing off the needle valve limiting...

Is it the same procedure for turning up the pump on a 816 with an external governer?Or does that involve a more complicated process?
