    Yes that engine is bulletproof. The oil pan might be mostly full of sludge, verify before trying to start. Engine long block should be the same as M37, accessories are different. Personally I would start negotiating at $500. That’s not a lot of money these days.

    Waste of money. Wet paint it with Sherwin Williams Kem Lustral F65 B50 wrought iron black. It will look factory.

    Yup you will need to figure out why the smaller gauge wire attached to the starter is remaining hot.

    Suggest you take careful inside micrometer measurements 360 around the inside of the bearing with the cap torqued. Might need a tiny bit shaved off where the halves meet.

    Unplug the relay and see what happens. If your cranking stops, the new relay is wrong or defective.

    That’s only 0.0035” difference. We are talking GM here. There is some crush when you torque down the caps. If you are worried about the final bearing clearance, do a Plastigage check.
