Robert, it definitely sounds like you have a sprag transfer.
First, find a thread that details the diagnosing and adjustment of the sprag.
Apply said techniques to yours and re-test for front axle engagement.
If it continues not to function, then the sprag is worn out and will either need to...
I was going off memory-and it was last summer I encountered this. I believe at this point the evidence supports me being incorrect so I would follow the advice of the other posters regarding the size.
Dan, I would consider looking for a clean Western or Southern truck and driving it back. Ill bet you will have a very difficult time finding a rust free version up there, as they aren't exactly common down here.
I don't know if there is a difference between A2 and A3 setups (I thought all the M44/M39/M809 ringmounts were the same) but clintogf has a truck with all 3 legs and I can measure them tomorrow if you don't find out before then.
