Just had this same problem on one of my "new" MEP-003As. Did some checking and found bad connection at starter lock out switch. Had continuity through contacts but not at ring terminal on switch. Replaced ithe ring terminal with new one, now good to go.
Same problem we have here on Assateague national seashore. No 3 axle trucks. I cant figure why as one axle follows the other duh! 10+ miles of beach go figure. I remember as a kid seeing a DUCK riding down the beach. That was way before more govt rules. Keep making more laws will ya!!!
For those hard to get at spots on the frame or heavier sheet metal, a needle scaler works well. Nothing beats total sand blasting but it is expensive and time consuming and messy.
