That is a very interesting way to use the mount. It typically has the plate on the side fender and the mount to the rear and the offset to the right or left on top of the mount.
Part of this trouble shooting sequence would be to bleed the brakes. Just unplugging the switch will not remove air or indicate the master cyl is bypassing. Nothing special to this being a hmmwv in standard brake troubleshooting just like any vehichle. We are not working on the hydroboost side...
Easy to find. You can use the square or half moon lock pins. Home depot, Lowes, tractor Supply. OE also uses a metal wire rope crimped on both ends on to the pin assembly so it does not get misplaced. Also easy to make with stuff from Home Depot or lowes.

typically the covers I have seen are black rubber covers that slip over. The bottom can be cut to make it easy to slide on after everything is on.

Correct, if the system is working properly, twisting the knob will tighten or loosen the cable as the parking brakes are manually set assuming all the components are working properly. They need to be lubed well and often neglected. Older ones used to have a zerk fitting.

That bracket is probably it. They were typically black and slighly triangular irregular shape. Post pic of bracket. I can't remember the name of the company who made them so I could post pics of the lights.
