    I'd be willing to bet the SF-97 was never applied for or never converted to civilian title. If that's the case, the military, or the auction house is the only ones that would have info on them.

    Hood latch failure.

    You could do like the military did on a lot of them and just take a A2 hood, cobble it up, and put it on there. It looks like somebody forgot to fasten the two safety latches. It happens and I've done it myself, I was just lucky enough to catch it before it flung open going down the road.
