Tranny fluid is not all that important the type as long as you use the same fluid and don't mix I run tractor hydraulic fluid in my race car th400 because it locks up tighter then a type f which locks up tighter then dex.

A 6.5l on a 95 and newer A2 has a catalytic converter so it could pass in theory. Most states don't have emissions rules for 1997 and older Diesel engines anyhow but it still doesn't matter because the GP hmmwv you want to buy cannot be road legal and talking about that will get you the ban hammer.
