Based on how Kubota words that equipment, it is NOT prime power rated. They got some marketing dink to put it in there, and see if they get called out on it. Thats disingenuous at best.

The droop adjustment, in my opinion, isn't in play in this problem right now. Can you take a photo of the rotating plate on your engine, which the frequency adjustment cable ties to? Can you visually see this part rotate, when you move the star wheel up front back and forth... or does it stay...

If BOTH batteries voltage is taking a dive upon start, you need to replace them both. The one that is showing the 12-13V when sitting idle may have only a surface charge, but no amperage upon use.

I mean their smallest engines are older Onan designs, now produced by Kukje Machinery over in Korea (under license, and used by tons of OEM tractor builders including Branson and others... also what is found in many Onan diesel gensets these days).
Cummins manufactures the machine. The engine specified for the MEP-1040 is manufactured by Yanmar. The engine in the 1030 is a Kubota. The manufacturer of the machine need not be the same as the engine, if there are better platforms out there. Cummins doesn't have much in the way of small...
I have some in stock. They are not the OEM unit (from another MEP) but they actually work well in this platform. Its just that the hole size is a little off (you will need to drill a couple new holes). $15/ea plus freight if you are interested. Just direct message me if so.
