    You should call a freight company (Yellow trucking, etc) and schedule a pickup at Ft Drum and on the bill of lading, write all of the exact information to match your GL paperwork (this is what I did.. event ID, lot #, and serial of generator) so the driver can match upon receipt.

    I don't understand why you have L1, L2, and L3 all with wires? To get 120 single you only need to connect L3 and N (and it does not appear you have N/L0 wired).     I believe your control panel switch is currently set to 120/240 Single Phase (L3-L1 are both 120 legs). Shut the machine down, and open the control panel and switch the internal switch to 120/240 Single and turn back on and retest. Test for voltage on the lines again.

    I got a quote from one of my dealers (we sell to the government and defense contractors) for that same panel on an 803... and my cost was almost $1200. FYI You should fix or see if someone like Delks has sheet metal for sale.
