    If the tailgate has a step the pintal and bumpers were removed to allow the tailgate to hang straight up and down. This positions the step in a horiz. position. Most people replace the hook then put a huge dent in the tailgate when they let it fall.

    It's pretty bent up but it's possible that it's a part of the canopy flange for the ambulance. The m 561 didn't have a heater, the winterized ambulance did. Does the tailgate have a step bolted to the inside surface? Is there a pintal hook?
