Goat has a seperate system. It has it's own coil, air compressor and spark plug. Fuel pressure is derived from the engines main fuel pump as the engine is turned by the starter. All of this is controled by an electric solenoid controling the flow of fuel through a little atomizer.
Mine is licensed for the road here in Colorado.
I drive it 55mph with out a problem. Drove it from Denver to Kansas City, in convoy, at 45, Came back home at 55, no problem. Mainly because that's what it was built to do. I have had it twenty + years and the engine is original.

If you'll look at the 353 above the bell housing on the right side, slightly left and above the fuel pump, there is a little port covered by a two bolt cover. Guess what, that's a tach port.
