Travis, where would the 5th wheel height be after the modifications? Kenny already mentioned that it may end up too high, requiring trailer mods as well.

Personally, I would not toss the foam blocks unless they crumbled on removal. It's effective insulation, cuts with a hot knife and installs with a can of spray adhesive.
Plus the price is unbeatable.

I found the inner thrust washers on the axles were incorrect, probably from a 5 ton because the inner diameters were too large and allowed the washers to flop around on the shaft! Also the seals were mismatched and did not seal. Something about young soldiers...
3M makes both high tack and permanent spray adhesive that works for purposes such as these. I believe they are known as 77 and 99.
Parimedi, have you considered a faux leather vinyl streached over the foam? I'd be worried about the fiberglass in the full sun.

My only advise for repairing it now is that the pulley is off and in your hands. Fixing it later will be more work.
If you put it together now you will be reminded of unfinished business every time you are driving and look at your gauges.

Mark, be sure to investigate the top of that in-tank pump before removing 'cause there's a fuse holder built into the top. A poor connection or blown fuse may cause your observed symptoms.
