To reset the break-a-way lever you need a screw driver to lift a piece of spring steel that engages the ratchet paw on the brake actuator.
Once you lift the spring stock, push the ratchet paw back to reset.
If you can't reset the paw, block out the brakes using a 6" long 3/8" diameter bolt...
Between the 818 and 923, I'd purchase the 923 for your towing operation.
Both trucks are going to ride rough, but the 923 has a longer wheel base and will ride smoother than the 818.
Working on the engine in the 923 is also easier due to the hood tilting out of the way verses having to climb...
The MEP-003A generators used on the laundry units were issued with two stainless steel flexible pipes approximately 10 feet long. These just screw onto the pipe fitting at the muffler.

You keep referring to this wrecker as being 70,000 lbs.
This version, the Heavy Recovery System (HRS) is 100,000 lbs empty.

When I first saw the truck I thought it was a PLS wrecker. After talking with soldier "A" and looking the truck over I noticed the differences.
My buddy owns the largest recovery vehicle in Maryland, and it pales in size to this truck.

Why are you worried about having an Air Force version M36 truck?
If it's just for the dual circuit brakes, why not purchase a M36A3. There have been a few recently auctioned by the site that shall remain nameless.
Can't say that I've seen a 1987 or 1988 year M36 truck.
There are old 16" dually wheels that are two piece wheels.
The 16.5" wheel was designed to be a tubeless tire only wheel from the start, so in answer to your question, you won't find any 16.5" dually wheels that are factory Dodge, GM, or Ford wheels.

Just play out your winch cable below the MK 17 and run thru a snatch block that's centered on a chain to both sides of the step deck trailer bed.
Once the MK17 is on the deck you can push the trailer into position.

You don't say if you are using an impact wrench or a lug wrench for the nut removal.
I'd lubricate the lugs with PB Blaster for a day or two then use a high torque impact gun. It also wouldn't hurt to side load the socket so that the stud might have a little more friction.

Shoot a pic of the axle and we'll tell you what the chassis really is.
If the axle goes straight across, with 8 lug wheels and surge brakes, it's a A2.
If the axle is raised in the center section, it's an A3.
5 Lug wheels and no surge brake is an A1.
