The base chassis is the M116a3. Once a trailer box is mounted it takes on the nomenclature name of the box, in your case M101a3.

Depends on how long they have been flat.
If a short period of time, remove valve core, inflate with 3/8" or larger air line.
If they have been flat for weeks, jack the vehicle up and perform the same operation.

Well, I'm going to weigh in and state, if the trailers were meant to dump, there would been a flexible hydraulic brake line at the pivot point and the pivot angles would be straight line not angled like they are.
