Depending on how many times the truck has been repainted and the overall condition of the paint, there is no way that I'd build up the thickness of the paint any higher than it already is. Thick paint (.010" or thicker) is subject to cracking.
Sand the CARC down to get a uniform flat surface...

To answer your question, all of the 900 series trucks have full air brakes.
Depending on your states requirements, you may be required to have a class B drivers license with an air brake endorsement.

The receptacle on your truck is the NATO version verses the older US two pin version.
I'm unaware of anyone making the two pin version cables since the NATO receptacle has been the standard configuration for close to 20 years.

The only thing you'll do with 8/3 cable is to set something on fire.
The smallest cable you want to use is 1/0 gauge, and then only in shorter lengths.
Cables longer than 20' should be 2/0 gauge or thicker.
Since the vehicles were slashed and busted up you might want to check the fuel tanks for items that may have been dropped in before you attempt starting them.

If the primer isn't a two part product with one component containing phosphoric acid it isn't self-etching in the true since.
