Does the set have the correct T1, R16 & Voltage adjust potentiometer to work with the TRC VR you put in?
A set with a Libby VR uses different T1, R16 & Voltage adjust potentiometer.

If the overvoltage light is on this will prevent the primary fuel pump from running and prevent the starter from engaging. When the fault monitor thinks there is a fault the relay K12 is tripped killing the starter and fuel pump. K12 is the fault relay.
I suspect your K4 Overvoltage relay may...
Not having any power at MT4 is the place to start. Need to find out why 24 volts isn't getting there.
There are two wires that get 24 volts power from K2-A1 and run to plug P6 pins 21 and 22.
The two wire numbers are 109F and 109L. Check that you have 24 volts at K2-A1.

You can force the starter to keep cranking by disconnection the inverter output wires on the three terminals on top of the inverter. Might want to tag them so you can hook them up correctly later.

I see you are holding down the decompression lever and cranking it. That lever is normally only used when pull starting it. Should be no need when using the starter.
Can you post pictures of which hole you have the spring in?
You might try holding the actuator in the WOT position and try to start it.
If it starts then slowly release the actuator and let the governor take over and see if it continues to run.

You indicated you get ~19 volts across the voltage regulator (A1) terminals 5 & 6 when flashing (S1 in START engine running).
If so the reading of 19 volts is way too high. It ought to be ~7.6 volts.
Since the DC voltage you are reading at A1 across 5 & 6 is so high it tells me there is likely...
