On the old M1009 I had, all the rivnuts were loose (antenna and mirror). I just paid a shop $20 to tack weld the nuts in place and then I painted them again and sealed them with clear silicon. Worked for me.
If you can, get the old heater re-cored (rebuilt) at a radiator shop. That seams to be the best route these days.

Lots of wire wheels and elbow grease, sanding discs will just clog. There may be some chemicals you could use, but in your neck of the woods they may not be available.

Just FYSA, I had the same issue and it turned out to be a bad bulb socket. I cleaned it and did some "tightening" up of the socket and all was right with the world once again.
