i think mpu voltages need to be lower than 3v, yours might be too close to flywheel.
Does it look like the fuel cutoff/ throttle actuator has been removed? That is a pita to get installed correctly if removed.

Is this a Marine corp set? Does it have silicon/anti tamper on every fitting?
check the wires that go to the fuel actuator.
check the magnetic pickup
change fuel filters.
what are the rheostats set at on speed control?
Old personal water craft trailers are good for that kind of uses. Better tires, axles, usually cheap, narrow like genny, light enough to move by hand if balanced correctly.
that might be true, fuel filter canisters are after the fuel pumps. Are your fuel pumps round? If yes, there are screens in the bottom of the fuel pumps.

12.5 is a good load test on 10k, only surge 10%(0 to 11kw), but you can throw more a sec or 2 later.

Get the wide open throttle set at 65 hz, lock it down with jam nut. Load it up with everything you have as long as possible. Change fuel filter first. After good load test change oil and filter. Check coolant for sca/dca. Add stabilization to fuel tank, keep tank full to mitigate moisture. Check...

The rheostats look about right. I think i would open up the wide open throttle skrew first then test the magnetic pickup. MPU control lots of things, its the tachometer for the computer, so if the mpu is off it throws everything off. Search 805b mpu
