That is for the M35, the M211's have the bleeder valve at the top. It sounds like you have air in your hydraulic system. Before bleeding the air pak make sure you exhaust all the air from the air system.
Behr can be applied at 35 degrees and above, and it must remain at 35 degrees for 4 hours after applying it. I'd say your good to go, if you started spraying before noon and finished within a couple hours.
Rusty Metal Primer does contain fish oil, this soaks into the rust and is what halts it. This is why it also cures to darn slowly. Even if it's summer time, I'll let the stuff cure for 4 to 5 days. It should be absolutely rock hard and should not be soft at all when scratched with the thumb nail...
