Doghead is correct, it sounds like your GP system is working as it was designed to. One bad GP will change the voltage to the remaining good glow plugs. The card was protecting the remaining GP's by cycling the power to them.

I just went out and looked at my M1009. This is how its wired:
Front battery ground goes to the Negative buss bar.
Neg. buss bar has a heavy wire to engine intake manifold bolt. This is the ground to the glow plugs.
Also on the intake manifold bolt connection is the ground strap to the vehicle...
The thin wire is not the glow plug ground. It can not handle the 100 amps that glow plugs draw.
The thin wire is the glow plug module ground. If it is not connected the glow plug module will not function properly.
It's labeled "Ground Strap". It grounds the engine block, the engine block provides the ground for the glow plugs.
Correction: This ground strap does not ground the engine. It provides a ground to the vehicle body from the engine.
I used a piece of #2 from the batteries to a modified DC distribution block and then shortened the factory wire with the fusible link to the 12 volt junction near the GP relay. I moved the buss bar over one hole to allow for a 12 volt only stud, the rest of the bar is still 24 volts.

I finally found the ammeter pictures. Full scale is 50 amps on the meter.
One picture is the current draw for 4 glow plugs and the other is for 2 glow plugs. The pictures were taken after about 5-10 seconds of heating time.
