Just my opinion, disregard as you see fit.... but I see absolutely no benefit to converting to 12v.
Reasons -
1) wiring is gauged for 24v. To get the same energy in 12v the amps double. Double amps needs heavier wire.
2) you can jump 24v from 12v vehicles by jumping one battery at a time...
I like the idea of a dedicated welding trailer instead of a small one on the wrecker.
Not sure if there's room on the bed for a BB400 or similar. I haven't measured. I'm thinking it'd fit where the existing oxyfuel tank mounts are, but I'm not sure. If not, maybe a diesel trailblazer?

No, you can't operate the crane while driving. If the PTO is engaged, the driveline is not.

In your climate the primary problems would be rat-things infesting it, and rubber parts drying out.

I've driven my basic M998 from KS to GA and back, and multiple trips between Washington KS and Hannibal MO. No problems.
My impression is that the 3speed transmission is just fine as far as reliability goes, but the people dont like them because of the limitations on top speed.

Those are LMTV rims. Suitable for use on 939series 5tons and 809series 5tons.
I have never seen an adapter plate that will let them work on a deuce. The adapter plates I have seen for using a 10lug wheel on a deuce works with the 10lug MRAP rims.
14.00's won't clear due to space between the rear tandem. 5ton wheels are 10bolt and to my knowledge adapter plates dont exist.
395's are as big as you can go on a 6x6 deuce.
The last one we converted, we sourced adapter plates off Ebay. To my knowledge Peashooter is no longer making them.
