16.00's would be just fine in your application. 395's would also be fine.
5th wheel camper doesn't really qualify as "heavy" in the context of these trucks.
Those hills on I 25 are going to slow you down no matter what, 395s later than the 16.00's but...
I got the truck at auction as a dead truck quite some time ago and towbarred it to KS. I just recently got the time to go through it and make it roadworthy.
Batteries, fluids, and above all brakes. No pedal at all. Right to the floor.
New batteries and a bit of wiring got it running.

My opinions -
1) no worries about police departments not being able to sell them. You got a title so you're covered. Worst case, fedgov demands it back from the PD at which point you have clear legal recourse to get compensation from the PD. It'll go to court. They'll lose.
2) You have a title...
And one more for good measure. This one is point of view from inside the truck, and includes a hood.... but what it is is looking out the back at the 2nd truck on towbars.
To run them up front you're going to need 5ton combat rims, LMTV rims, or HEMTT rims.
And the bead isn't the same, but it'll seal.
Personally, I'd leave the 14.5's for the M35A3 crowd.

On the plus side, I know the sprag works properly as they were all 10 turning, spinning in the mud digging trenches.
