The M939 series cabs are DEFINITELY not made of stainless steel. I have owned several and can attest to this, and you can look at the thread posted by Chris Stansbury (STEELSOLDIER) showing pictures of this cab floor.
I concur with JAKOB. I have never run either, but, from the tread alone, I would say that the Goodyear runs better on pavement and the Michelin runs better off-road. I would almost guarantee that I am correct, although this is only a guess.

The prices have gone up substantially since then. The cheapest price I remember was around $169. Now, they get around $208 delivered...I am going on memory...a simple call or check of their website will confirm this. I know they no longer sell tops as cheaply as $140.

I am not sure what you are looking at or when it will be available for pick-up, but consider the weather if the item won't be available for pickup soon. There were some 5 tons that came out of ME some years back it cost more to get trucks up to pick them up because of the snow.

RDUKW (camo) or CLINTOGF (tan) are probably the cheapest. Check GMA Cover Corp. for comparison prices to see how much you are saving. If you want solid green, GMA is probably your best bet.
