There is a petcock on the lowest radiator edge, behind the coolant tank. That extra T, and the short hose, go there. Its obscured in the photo I provided, but just look at the lowest edge closest to you when below the coolant overflow and you will find it.
The large hose (which comes out the top of the coolant overflow tank) ties into (2) other drain lines... one off the petcock on the radiator, the other off the petcock on the front of the engine block. So three hoses should dump down and out the side of the skid base, when all is said and done...

Have you made sure there is no 'trash' in the tank which could be restricting flow? How about the lines from the tank all the way to the injection pump... how do they look? Any crushed, distorted, or otherwise not OK looking?
How about the...
Is this a new to you machine? Have you seen it run properly before this? Are your batteries topped off? Have you changed out the water seperator and fuel filters, and cleaned the bottoms of the fuel pumps out? Do you have (2) original primary pumps, plus (1) aux pump still in place?
You may need to upgrade the lines (and you may have issues with the floats in the day tank), but according to Lister Petter you can:
▪ Diesel fuelled and approved for operation on biodiesel, that conforms with ASTM D6751 and EN14214, concentrations of up to 20%...
The side well nut is the same as the top well nut if you look at the TMs.
