That is the flame heater fitting. Known to leak. You can remove it or attempt to repair it.
The flame heater is used for cold starts. It injects some diesel in the intake and a BIG spark plug ignites it. That is what the switch on the lower left of the dash is for.

I dought you will find a single supplier for every part on a Deuce. With them being 40+ years old and being removed from military inventory, most parts suppliers no longer need to stock parts.
Memphis Equipment or Boyce may be your best bet.
Also on many parts used will be your only option.

Let's do some testing.
1 - Remove the battery cable between the two batteries. Check the ohms of that cable.
2 - go to Walmart or your local parts house and buy some wingnut terminals and a short battey cable. Connect the two batteries and check voltage.

You should have ~14.5v on each alternator when running.
Check the very top fuse (heater fuse) on the fuse block. It controls the excitor circuit for GEN1.
also remove and clean the 2pin connector at the alternator. Have you checked the voltages at that connector with the key off and the key on?
I have a Cummins 4bt with a TH400 that would fit nicely.
