Ran it for about 10 mins to day and place around 1500 watt load on it. I noticed that I may have incorrectly read Hz the other day at no load it runs at 64.5 ish. I did confirm the reading with my Fluke meter. The TM gives instruction on how to adjust this.

I re-torqued the head today and checked the valve clearances, valves were spot on. Also checked where oil level was too 1/4" below full line on dip stick. Going to run it for awhile tomorrow. Is this generator safe for computer, microwaves, etc being a brushed motor?

So far I cannot find anything broken or not working as intended. I only checked the Before on PMCS was a little early to fire it up also want to, check the Head Nut torque and valve clearances. since I have no idea if the military do this or not. Both are due at 20hrs, as well...
Received the generator today. Date of MFD is 12-14, very clean unit. Even came with oil and diesel and what looks like new near new wet type air filter. Starts really easy and produces power on meter. Hz meter hang around 63 kinda high but once its under a good load I'm sure that will go down to...

Might be the battery, try disconnecting it. See what it does after that. Also can you start a separate thread for your generators, it will help us better assist you.
Hopeful those part that you were linked have the working board you need. I really recommend that you try to figure out what cause that board to die. Check every thing you can, might be more than just the board that is broken. Ill ask a colleague of mine at my work that works at the same company...

Sorry for taking awhile to respond. I haven't been able to work on unit since it started to make that noise. Been on and off sick since December. I should be able to work on it in April.
Ran for about 35mins until I went out to check on it, It was making a odd noise. Any idea what it could be, I could not figure out what it was. Edit: It did burn a lot of oil it took about 1 cup to fill back to full, after the 3 hours it ran the other day.
