The bleeder valve is not necessary as long as your tank pump is working.
On my trucks with the bleeder valve opening I install a 0-100psi fuel pressure gauge. Note, you will only see pressure here if the engine is running. The tank pump barely creates 5psi with the engine off.
The problem I have with this kit is there is no bypass relief valve. I recommend not installing it unless you're sure your IP has a way to vent the pressure, and there are several different IP models found on LD-4xx multifuel engines.
Do you have a PTO on the transfercase and is it connected to anything? That's what the lever should control.
There is nothing wrong with having one secondary fuel filter, its a common modification, although I am not familiar with that filter mount.

The M35's REO OA-331 engine made peak horsepower at 3200rpm -- 600rpm more than the A1's lds-427. Many of those early multifuel head gaskets could've been blown due to operator error.

I own both, a properly tuned M109 will cruise at 52mph, with 9.00x20s, under redline. I convoyed the 109 with a dozen other trucks this summer and she kept up just fine. It was noticeable that m35a2s with larger tires had to downshift on small hills that I could still climb in 5th.
Since the late 1960s these engines have been subjected to smoke and emissions tests, that's what got us the turbos on the LD-465s. Also, if you read the injection pump TMs, the fuel calibration on the LDT-465-Cs are very specific, most likely to comply with EPA smoke regulations at the time.

Because of this thread, I keep a E8131 pump and small hacksaw in my M109 in case the tank one failed. The tanks on M109s need to be removed to service the fuel pump-- not something I'd like to try on the side of the road.
The deuce driver had been charged with No Insurance, No Registration, No Plate, and No License before in 2014 and 15. I'd say he's a repeat offender.
