Treating the Fuel with some kind of stabilizer or quality additive and keeping the moisture drained off
Is probably the most important thing you can do.
Mine (everything) sits with a battery maintainer on them and I at least start them couple times a month
And drive when possible.

other than re-jetting to a bigger jet, I guess that could be a altitude issue.

Good news.
Now Check the charging system to be sure the front battery Alt.1 is charging.
While your at Check back battery Alt 2 is good.
While running each battery should have 14.2 V at the connections with a VOM.

Well, It looks correct.
I'm sure you used the correct solenoid from the Part numbers from previous threads?
One thing about a wide range of solenoids is they look the same, but are internally different.
If that checks, start looking for a pinched wire, or a locked starter.

After you charge the battery, you need to load test it again to see if it's any good.
If you proves good, then you need to check why it was dead, Charging issue?
It's best to replace multiple battery systems in pairs as a general rule.
However in the case of the CUCV system being the front...
Just find a 12Volt starter for a 1984 K30 6.2 diesel truck.
All the chain stores will have or get it.
Core might be a problem.

I'm not going to say that GP harness is a common problem,
But a few have known to go bad at the splice.
The #8 or 10 gauge wire spliced, you mention at the buss,
Was the fusible links.
I hope they were replaced as required.

The key here is being properly maintained.
Keep all the glow plugs working, keep good high CCA batteries, and fuel anti-gel.
My M1028A1 starts all winter long easily. Been as low as -25
I also use a winter front.
That being said a 110V block heater in one of the frost plugs also

I have good luck using that method on other bolts and starter bolts, over the years.
Contrary to popular belief, that's the reason why I never loc-tite my starter bolts.
And never had any come loose,and can't remember the last time one broke.
