Not necessarily. I use a test light. Quick test, works like a charm, been doing it like this for 12 years. Pull wires from Glow plugs, hook test light to 12v+, touch test light probe to glow plug spades. If it lights,its good. If not, its dead, needs replacing.

Solenoid..you mean the glow plug relay. Its the silver canister with all the wires going to it, on the drivers side firewall, between the 12 junction block and power steering booster. There's complete testing instructions in the TM's.

Its an electrical signal, carried by the pink wire to the IP solenoid under the pump cover. Yours sounds like its sticking or defective.
