I agree with crankshaft45, the fact that your lifters were stuck makes it a good chance that your regulator valve is also stuck....closed. Pull the oil line off the governor and see how much oil flow you have.

Also consider using the one-tooth ofset timing method for the magneto as shown on Bill's web site, We have been using that for a few years now on the mules we build and it really makes a difference on the engine response and power.
For USMC, we use Gillespie 24052. I found some highway yellow at Ace Hardware that looks good to me, but Rod says it has too much orange in it, he likes a yellow sold by Beachwood Canvas.
Check the linkage between the governor and the carb, may need to adjust it. If you get it too long, the engine will surge, if you get it too short, the engine will lag behind. Also check the timing per Bill's instructions on his web site.
