Get some deoxit contact cleaner and go through all of the switches and contacts while you are waiting for the mod parts to come in. I have experienced over voltage readings on 803s from corrosion, that disappear after everything is cleaned up.
Check for any loose connections, and simultaneously... hit every switch, nut, bolt, terminal strip, and anything you can with contact cleaner. Lets make sure the set is getting the best information possible to run properly.
Yeah, 803 or bigger is where you will be. Just comes down to if you want to have a machine thats selectable phase, or if you will be able to tap legs for single phase as needed, without unevenly loading certain legs. If you can get away with running a machine at a time, versus multiple machines...
Yeah get that puppy at the uppermost lip of the filter, and give it hell. You are already ahead of the game with the side panels off. There is nothing easy past brute force to get it to go.
Remember to oil the seal on the new one, and install hand tight. One of the worst things on these sets...

Shipping a trailered genset will be prohibitively expensive. The prices all comes down to where its coming from, but assume as low as $300 to over a grand, depending on who you use.
Tank was less than half. Put a double dose of power service cold weather in it, plus a few ounces of biokleen and PRI-D, into 2.5 gal yesterday to top the tank off (when I discovered this). Will run the tank down, change the fuel filter out, and wipe the tank best I can (not the smallest of arms).
I don't know how, but in buttoning up my 802 yesterday for the incoming storm, I refilled the unit with new fuel... only to see the bottom of the mesh strainer covered in algae goop. I overtreat my fuel (like double all manufacturer dose recommendations), so I am not entirely sure how it grew...
There are numerous seals on this engine... you really need to wipe it all down, and run it to track it down real time. I've had a front crank seal go bad, spraying oil all around the cabinet. Gaskets are available separately through both Onan and LP supply chains.
