Big Cams don't like regularly sustained over 2100rpm either (if wanting a long life out of it). Realistically no engine of that size likes being over 2000-2100rpm for long. The smaller engines like the 8.3L will last longer at those rpm's.

According to others experience on the T1138 into a m809 series it will put you at about 1800rpm at 60mph if still on the 11x20"s. Not quite a direct bolt in but not a complex swap.

Another truck with a towbar could push it onto a trailer just fine. As far as engine swaps go the NHC250 and other similar sized engines won't swap into that truck, the engine bay is too small. The 8.3L Cummins, International DT466/DT530 (couple others that use the same sized block), CAT C7, etc...
