I'd recommend contacting one of the repro suppliers (your choice) and ordering it from them. They will be guaranteed to fit (made to milspec). I would definately NOT cut up any deuce canvas! There are plenty of deuce owners who would be glad to buy it from you.
I'm sure each branch of the armed forces had its own instructions on the matter. In the AF, we used semi-gloss yellow on the blue vehicles and flat black on the OD or camo ones. The original paint on my Army M37 is semi-gloss OD with semi-gloss white lettering.

4.4 mpg sounds reasonable to me if you're hauling heavy loads through combat-damaged terrain in low range. Running empty on a smooth highway is a different story.
